Transport Indicators & Benchmarking Lead

About the role

A consultancy is supporting a client on a major transport-sector government programme in Doha and is looking for a senior specialist to lead transport performance measurement, KPI framework development and international benchmarking across relevant transport modes. The position is onsite and lasts 2 years.

Key responsibilities

• Develop strategic and operational KPI frameworks, definitions and hierarchies.
• Assess performance measures across maritime, aviation and land transport.
• Apply international indicators such as LSCI, CPPI, ASQ, ICAO Effective Implementation and transport emissions metrics where relevant.
• Develop peer benchmarking methodologies and compare performance with international counterparts.
• Define indicator calculation methods, data sources, reporting cycles and quality controls.
• Present evidence-based performance improvement recommendations to stakeholders.

Required profile

• Substantial experience in transport indicators, performance management or sector benchmarking.
• Hands-on familiarity with international transport indices and benchmarking methodologies.
• Experience with transport ministries, authorities, operators or specialist consulting teams.
• Backgrounds across aviation, maritime, ports, rail, roads and wider transport infrastructure will be considered.
• Experience working with government stakeholders and regulatory authorities.
• Must have worked on project transport-sector projects and clients.
• Willingness to work in Doha.

Required skills

• Strong quantitative analysis and executive reporting skills.
• Strong written and spoken English; Arabic is an advantage.
