Buyer - USCENTAF GPMS Program

About the role

The Buyer handles cradle-to-grave acquisition of program commodity and service requirements and supports the USCENTAF GPMS program. The role works under the direction of the Procurement Manager or Site Manager, following SOPs, and adheres to company policies, prime contract requirements, FAR/DFAR and ISO requirements, as well as the Performance Work Statement and the Amentum ISO 9001 Quality Management System.

Key responsibilities

• Review and process requests for locally purchased materials, goods, equipment and supplies, ensuring adequate competition and correct purchase orders
• Check purchase requests for full approvals and charge codes
• Conduct pre-bid conferences, prepare RFQs, IFBs and RFPs, evaluate offers and negotiate with vendors
• Prepare subcontracts, purchase orders and BPAs with flow-down clauses, award within delegated authority and handle contract administration, modifications, payments and closeout
• Maintain PO and BPA files, interface with vendors on product, quality, price and delivery, and conduct market surveys
• Sourcing new vendors, resolving defects in purchased goods, and compiling reports as directed
• Provide training on BPA and SMA authorized uses, and perform other duties including TDY to other sites

Required profile

• High school diploma or equivalent
• Advanced reading, speaking, writing and understanding of English
• Valid home country driver's license and ability to obtain a host nation license
• Able to travel domestically and internationally
• Preferred: two years of purchasing experience, preferably with a technical background

Required skills

• Proficiency with personal computers, Windows and Microsoft Office (PowerPoint, Excel, Word)
• Familiarity with US government procurement procedures (FAR, DFAR)
