Chief Executive Officer – Downstream (Oil & Gas)

About the role

We are looking for a visionary Chief Executive Officer to steer the growth and transformation of a downstream or midstream oil & gas business in the GCC region. The successful candidate will combine strategic insight with commercial acumen to deliver sustainable shareholder value.

Key responsibilities

• Define and execute corporate strategy and business growth.
• Lead investment strategy, M&A, joint ventures, and capital‑raising initiatives.
• Drive business development, commercial expansion, and operational excellence.
• Deliver multiple multi‑billion‑dollar projects and manage large investment portfolios.
• Assume full P&L responsibility, driving revenue, EBITDA and profitability.
• Build and nurture strategic relationships with investors, NOCs, IOCs, EPC contractors, financial institutions and government stakeholders.

Required profile

• Executive leadership experience in refining, petrochemicals, specialty chemicals, fuel marketing & distribution, integrated downstream operations or energy trading.
• 20+ years in the oil & gas sector, including at least 10 years in a CEO, President, Managing Director or Executive Director role.
• Proven track record of building, acquiring and scaling downstream or midstream businesses.
• Experience delivering and overseeing multi‑billion‑dollar projects and investment portfolios.
• Bachelor’s degree in engineering; MBA preferred.
• Strong network with NOCs, IOCs, sovereign wealth funds, private equity, EPC contractors, financial institutions and government authorities.
