Commissioning Manager - Oil & Gas Offshore

About the role

Akkodis' Energy division, active in engineering consulting, project supervision and project management for the energy and clean technology sectors, is recruiting a Commissioning Manager for an Oil & Gas project in Qatar. You will lead the Commissioning Office and act as the focal point for commissioning, start-up and operations-readiness across the offshore project portfolio.

Key responsibilities

• Define, develop and implement commissioning strategies, standards, procedures, execution plans and best practices, and set up governance frameworks and stage-gate reviews.
• Guide and oversee project Commissioning Managers and discipline leads, and review commissioning plans, schedules, budgets and organisational structures.
• Manage commissioning resource plans, including recruitment, mobilisation, competency assessment, allocation and succession planning.
• Monitor portfolio performance through KPIs such as system completion, punch-list closure, turnover, preservation, schedule, cost, productivity, quality and HSE.
• Coordinate Engineering, Procurement, Construction, Fabrication Yards, Offshore Installation, Operations, Maintenance, HSE, Quality, Clients, Joint Ventures and Contractors.
• Drive standardisation and digitalisation of completion management, share lessons learned and ensure compliance with regulations, contracts and HSE requirements.
• Report to senior management on portfolio performance, risks, resource needs and key decisions.

Required profile

• Bachelor's degree in Engineering, preferably Chemical, Mechanical, Electrical or Instrumentation.
• Minimum 25 years of experience in the Oil & Gas industry, including at least 15 years in offshore pre-commissioning, commissioning, start-up and operations-readiness.
• At least 15 years in senior commissioning leadership roles, with proven experience across at least five major projects.
• Ability to establish commissioning governance, manage portfolio priorities and lead geographically dispersed teams.

Required skills

• Knowledge of utilities and auxiliary systems, offshore telecommunications, flow measurement, HAZOP close-out and start-up risk management.
• Experience with digital completion management tools such as HEXAGON, WinPCS or ICAPS.
• Ability to review technical documentation and turn complex technical issues into management decisions.

What we offer

• International employment with salaries starting at EUR 30,000 gross per year, depending on role and assignment.
• Rotations: onshore 90/16, offshore 28/28.
