Community Planner

About the role

The Community Planner provides comprehensive planning services for new construction, renovation, and facility improvements at Al Udeid Air Base. This position supports the Air Force Contract Augmentation Program (AFCAP) by ensuring project requirements align with the Installation Development Plan (IDP) and related sub‑component plans.

Key responsibilities

• Deliver site and facility information support, installation planning, and facility management services.
• Assist in developing and maintaining the IDP, District Plans, and Component Plans in accordance with DAFI 32‑1015 and the Integrated Installation Planning Playbook.
• Research existing conditions, conduct stakeholder interviews, define planning goals, and draft plan documents.
• Lead updates to the IDP and District Plans and coordinate component plans such as radiation, transportation, parking, and Air Installation Compatible Use Zone (AICUZ).
• Identify IDP gaps, facilitate coordination among agencies, and provide recommendations to the Government.
• Participate in project design reviews, environmental impact analyses, and manage planning contracts.
• Gather and document site conditions using the Comprehensive Planning Platform (CPP) and perform constraints‑opportunity assessments.
• Maintain accurate GeoBase planning datasets and prepare waiver packages for airfield criteria.

Required profile

• Experience in community, installation, or real‑property planning for military or large‑scale facilities.
• Familiarity with DAFI 32‑1015 guidance, Integrated Installation Planning, and related planning publications.
• Strong analytical abilities to assess site constraints, opportunities, and environmental impacts.
• Proven capability to coordinate with multiple stakeholders and government agencies.
• Ability to produce clear, technical planning documents and brief senior boards.
