Compliance Monitoring Specialist - Aerodrome Standards

About the role

MATAR is looking for a Compliance Monitoring Specialist in Doha to ensure that procedures at Hamad and Doha International Airports comply with the Aerodrome Licensing requirements of the Qatar Civil Aviation Authority (QCAA). The role covers the activity required by QCAA for aerodrome standards, so that MATAR and other stakeholders meet regulatory certification specifications through safety audits, inspections, work orders and certification processes.

Key responsibilities

• Review and update the department's operational programs on compliance monitoring and its requirements.
• Liaise with aerodrome departments, third-party contractors and airport stakeholders on compliance matters.
• Lead MATAR compliance audits and inspections, prepare audit programmes and plans, and follow up on corrective action plans.
• Coordinate QCAA continuous oversight inspections needed to renew aerodrome certification.
• Document procedures and standard operating procedures in the aerodrome manuals for both airports, following QCAR and internal procedures.
• Contribute to training and campaigns such as Safety Management System (SMS) training and Airport Safety Week.
• Assess change impacts of organizational changes and guide stakeholders on operational licensing and compliance.
• Manage document control for audits and review voluntary non-compliance reports to plan targeted audits.

Required profile

• Bachelor's degree or equivalent with at least 4 years of job-related experience; a Master's degree is a plus.
• Training in Safety Management System implementation, ICAO Annex 14, Apron Management and Aerodrome Audit and Compliance (ICAO/ACI or a recognized institute).
• Previous hands-on experience in aerodrome certification and airside operations.
• Professional experience in technical writing and in drafting procedures, manuals and SOPs.
• Strong understanding of aerodrome licensing, ICAO Annex 14, ICAO documents and QCARs.

Required skills

• Auditing ability and attention to detail in audit reports.
• Excellent verbal and written communication and presentation skills.
• Proficiency in MS Office; CDMS is preferred.
• Advanced Project Management training is preferred.
