Data & AI Manager – Public Sector (Qatar)

About the role

Protiviti is seeking a bilingual Arabic‑English Data & AI leader to establish and grow its public sector data practice in Qatar. You will be responsible for winning and delivering projects for ministries, government entities and financial institutions while building a local team from the ground up.

Key responsibilities

• Develop a pipeline of public sector Data & AI opportunities, shape propositions, lead proposals and close engagements.
• Build and deepen senior relationships with the National Planning Council, ministries, government entities and banks.
• Hire, develop and lead a local team of data consultants, expanding delivery capability in Qatar.
• Lead engagements in data strategy, management, governance and platform modernisation, including AI components.
• Design solutions on Informatica, Microsoft Azure/Fabric/Purview and Google Cloud Platform.
• Represent Protiviti at industry forums and government events, influencing Qatar’s data and AI agenda.

Required profile

• 10+ years in data and analytics consulting, with at least 5 years at a Big 4 or leading consulting firm.
• Proven track record in Qatar’s public sector, with established relationships with NPC, ministries and banks.
• Demonstrated business development success and experience building or leading teams.
• Fluent in Arabic and English, both written and spoken.

Required skills

• Strong grounding in data management and governance frameworks, data quality, master data management, metadata management and data cataloguing.
• Hands‑on experience with the Informatica platform (IDMC, Data Quality, MDM, Axon/EDC).
• Experience with Microsoft data stack – Azure, Fabric, Purview.
• Experience with Google Cloud data services.
• Familiarity with Qatar and GCC national data regulations and government data standards.
