Estimation & Tendering Manager – Construction & Infrastructure

About the role

Shelter Group is looking for an Estimation & Tendering Manager to lead the pre‑contract function for high‑value construction and infrastructure projects in Qatar. This senior leadership role will shape bid strategy, drive estimation excellence, and support commercial decision‑making to secure profitable contracts.

Key responsibilities

• Lead all pre‑contract activities, including estimation, tendering, bid management and commercial evaluations.
• Develop and implement governance frameworks, best practices and strategic initiatives for the tendering function.
• Prepare detailed cost estimates, budgets and pricing strategies using market intelligence and cost databases.
• Coordinate technically compliant and commercially competitive tender submissions with Commercial, Procurement, Operations and Project teams.
• Review tender documents, identify contractual risks and lead negotiations with clients, consultants, subcontractors and suppliers.
• Establish risk assessment and mitigation processes to ensure compliance with legal and regulatory requirements.
• Drive value‑engineering initiatives and promote innovative construction methodologies to enhance project profitability.

Required profile

• Highly accomplished senior professional with extensive experience in estimation, tendering and bid management.
• Proven ability to act as a key advisor to senior management and influence project acquisition strategies.
• Strong commercial acumen with a track record of delivering profitable proposals.
