Humanitarian Affairs Adviser

About the role

The Humanitarian Affairs Adviser supports the Head of the ICRC Delegation in Qatar by providing strategic analysis and advice on humanitarian developments, and by strengthening the ICRC’s engagement with national, regional and international stakeholders.

Key responsibilities

• Provide strategic analysis and concise briefings on humanitarian, political and security developments affecting ICRC operations.
• Monitor the evolving humanitarian environment and produce reports, briefing notes and presentations for management.
• Develop and maintain high‑level networks with government authorities, humanitarian organisations, civil society and other relevant actors.
• Facilitate the Head of Delegation’s access to key interlocutors and support constructive dialogue on humanitarian issues.
• Contribute to humanitarian diplomacy objectives, promote ICRC concerns and coordinate participation in relevant events.
• Maintain mapping of interlocutors and ensure proper documentation for institutional memory.

Required profile

• University degree in political science, international development or a related field, or equivalent professional experience.
• 8–10 years of relevant experience, including 5–6 years with ICRC or comparable humanitarian, diplomatic or policy environments.
• Strong analytical capacity and ability to translate complex developments into clear strategic advice.
• Proven diplomatic and networking skills with high‑level contacts.
• Motivated to support humanitarian objectives, collaborative and team‑oriented.
• Experience in humanitarian diplomacy, IHL, Red Cross Red Crescent Movement cooperation or related fields.

Required skills

• Fluent in English and Arabic (minimum C1 level).
• Strong reporting, drafting, presentation and computer proficiency skills.
