Operations and Maintenance Performance Manager

About the role

The Operations and Maintenance Performance Manager will oversee performance monitoring, reporting and improvement for Roads Management Centre, Tunnel Control Centres, communication networks and ITS systems. You will lead analysis, develop operational strategies and ensure service level agreements are met.

Key responsibilities

• Close management of subcontractors delivering SCATS and traffic engineering support for RMC and tunnels, ensuring optimal on‑road performance.
• Produce and review monthly performance reports for RMC, tunnels and technical SLAs, meeting deadlines and quality standards.
• Coordinate ad‑hoc reporting for major incidents and special events, leading lessons‑learned and best‑practice assessments.
• Develop traffic engineering improvement plans, including SCATS signal management and incident response enhancements.
• Handle customer complaints for RMC and tunnel operations, performing root‑cause analysis within SLA timelines.
• Act as focal point for special‑event coordination with ministries and manage traffic response plan preparation and system configuration.

Required profile

• Bachelor’s degree in Transportation Planning, Engineering, Computer Science or related field.
• Minimum 10 years of experience in transportation planning and traffic management, preferably in the Middle East urban environment.
• Proven ability to lead cross‑functional teams and communicate technical concepts to non‑technical stakeholders.
• Experience with performance‑based contracts with public entities is a plus.
