Organizational Development & Workforce Specialist

About the role

The Organizational Development & Workforce Specialist will lead OD initiatives, maintain job and competency frameworks, and ensure effective manpower planning to support Qatar Fabrication Company’s strategic objectives.

Key responsibilities

• Design, review and update organization structures, job descriptions and competency matrices in partnership with all divisions.
• Advise senior management on change management and organizational development based on benchmarking with leading oil‑and‑gas shipping firms.
• Coordinate with Learning & Development to align competency frameworks with performance management systems.
• Analyse workforce needs, develop manpower forecasts and budgets, and present recommendations to senior leadership.
• Provide guidance to departments on manpower planning, approve changes to approved plans, and ensure compliance with HR policies.
• Collaborate with Finance to integrate manpower budgets and monitor expenditures.
• Adhere to Safety, Health, Environment & Quality (SHEQ) standards in all activities.

Required profile

• Proven experience in organizational development, job design, and workforce planning within a large industrial or oil‑and‑gas environment.
• Strong analytical skills with the ability to benchmark and present data‑driven recommendations.
• Excellent communication and stakeholder‑management abilities to work across multiple divisions.
• Knowledge of HR policies, budgeting processes and performance management systems.
