Programmer – USAF Contract Planning & Project Programming

About the role

The Programmer will support the Air Force Contract Augmentation Program (AFCAP) at Al Udeid Air Base, providing planning, project programming, and administrative duties required by a USAF engineering contract. This role ensures that all projects are programmed in accordance with AFCENT Business Rules and DAFI guidance.

Key responsibilities

• Plan and program projects according to the latest AFCENT Business Rules and DAFI 32‑1020.
• Prepare, maintain, and document approval documents, records, reports, and data associated with project programming.
• Recommend capitalization of project work to the Government and draft DD Form 1354 when required.
• Submit programming documents (DD Form 1391, DD Form 1354, AF Form 300) within required timeframes.
• Develop and maintain project data files in NexGen IT or designated databases.
• Monitor, update, and verify accuracy of project data, eliminating duplication.
• Prepare draft DD Form 1391s, including justification, funding, environmental considerations, and approval documentation.
• Assist in creating pre‑design contract requirement packages and support the Installation Development Plan and related district/component plans.

Required profile

• Experience with USAF or military project programming and familiarity with DAFI guidance.
• Strong attention to detail and ability to meet strict documentation deadlines.
• Ability to work collaboratively with real‑property officers, government representatives, and contract teams.
• Excellent written communication skills for preparing briefings, reports, and forms.

Required skills

• NexGen IT or equivalent database management system.
