Resident Engineer (Utilities/Drainage)

About the role

Parsons is looking for a Resident Engineer (Utilities / Drainage) to join its team in Qatar. The role supervises and manages utilities and drainage construction works within the assigned project area, ensuring safe, efficient and compliant delivery, and supports the Senior Resident Engineer.

Key responsibilities

• Supervise utilities and drainage construction and give technical direction to the site supervision team.
• Oversee stormwater drainage, foul sewers, potable water networks, irrigation systems, utility diversions and related infrastructure.
• Ensure works follow approved drawings, specifications, method statements and contract requirements.
• Monitor contractor performance, progress, productivity and resources; review technical submissions, method statements and shop drawings.
• Manage interfaces between utilities, drainage, roads and structures, and resolve technical and site issues.
• Ensure HSE compliance and promote a strong safety culture.
• Coordinate with the client, utility authorities, stakeholders and contractors.
• Monitor QA/QC, inspections, testing and non-conformance management.
• Prepare progress reports, site records and performance updates for the Senior Resident Engineer.
• Support project controls (schedules, look-ahead plans, risk registers) and contractor recovery plans.
• Support testing, commissioning, punch list management, close-out and handover.

Required profile

• Bachelor's degree in Civil Engineering from an accredited university.
• 14 years of construction supervision experience in utilities, drainage and infrastructure, including 7 years in a similar role.
• Experience supervising major drainage, sewerage, water, irrigation and utility projects.
• Must be MMUP/MME certified in Qatar.

Required skills

• Knowledge of utility coordination, diversions, underground services and construction methodologies.
• Project planning, scheduling, look-ahead plans, project controls, issue tracking and risk management.
• Construction quality management, testing requirements and inspection procedures.
• Microsoft Office, especially Excel, PowerPoint and Word.
• Desired: experience in Qatar or the GCC, FIDIC contracts, utility authority coordination, mentoring junior engineers.
