Services Contracts & Strategic Sourcing Manager

About the role

The Services Contracts & Strategic Sourcing Manager leads the development and execution of tendering strategies, overseeing the full lifecycle of contracts—from budgeting and advertisement to close‑out—while ensuring compliance with HBKU policies and best interests.

Key responsibilities

• Develop and periodically review sourcing and contracting policies, recommending efficiency improvements.
• Define annual performance objectives and KPIs for the strategic sourcing and service contracts sections.
• Review complex procurement requests, devise sourcing strategies, and manage the pre‑qualification and shortlisting of bidders.
• Participate in tender openings, monitor bid evaluation, and ensure transparent selection processes.
• Oversee contract review and endorsement in collaboration with HBKU Legal.
• Supervise, coach, and evaluate the strategic sourcing team to achieve operational excellence.
• Identify and mitigate risk exposures in sourcing arrangements, ensuring legal and ethical compliance.

Required profile

• Bachelor’s degree in Engineering, Law, Business Administration or related field; CIPS qualification preferred.
• 8‑10 years of procurement or strategic sourcing experience, including at least 3 years in a senior supervisory role.
• Strong analytical, project‑management and time‑management capabilities.
• Excellent communication, interpersonal and writing skills.

Required skills

• Proficiency in Microsoft Office applications.
• Experience with ERP systems.
