Technical Manager / Bidding Manager – Tender Department

About the role

We are looking for a highly experienced Technical Manager / Bidding Manager to lead our Tender Department and oversee the full tendering lifecycle for major construction and infrastructure projects in Qatar. The successful candidate will combine strong leadership with deep GCC tendering expertise to deliver competitive and compliant bids.

Key responsibilities

• Manage the end‑to‑end tendering and bidding process from initiation to final submission.
• Lead the preparation of technical and commercial bid documents, coordinating with estimation, engineering, procurement, planning, contracts and executive teams.
• Review tender specifications, drawings and contractual documents to ensure compliance.
• Develop competitive bidding strategies and supervise the tendering team throughout each bid.

Required profile

• Bachelor’s degree in Civil Engineering or a related discipline.
• Minimum 15 years of experience in construction companies and tendering departments, with strong GCC experience, especially in Qatar.
• Proven track record handling large‑scale building, infrastructure, industrial or mixed‑use projects.
• Excellent leadership, communication, negotiation and stakeholder‑management skills.

Required skills

• Proficiency with tendering systems.
• Advanced MS Office skills.
• Experience using construction‑related software for estimation and contract administration.
