Senior QA/QC Manager

About the role

Parsons is seeking a Senior QA/QC Manager to lead quality management across multiple infrastructure project packages in Doha, Qatar. The role involves ensuring consistent QA/QC systems, digital tools, and contractual compliance in line with client expectations.

Key responsibilities

• Lead QA/QC activities and participate in program and package‑level quality meetings.
• Plan, coordinate and standardise quality audits across all project packages.
• Manage and review Inspection and Test Plans (ITPs) and associated schedules.
• Oversee NCR processes, including issuance, follow‑up, root‑cause analysis, trend analysis and KPI monitoring.
• Review quality audit reports, checklists, lessons learned and assessment testing schemes.
• Coordinate quality‑related activities and align QA/QC processes between Contractor, Supervision Consultant, PMC and PWA.
• Implement and manage digital quality and document‑control platforms such as Autodesk Construction Cloud, OpenSpace, APMS and DataGrid.
• Develop and monitor quality and document‑control KPIs and prepare periodic performance reports for senior management and the client.
• Draft and review quality‑related contractual correspondence, notices and technical letters.
• Develop and implement program‑level quality procedures, standardised inspection practices and contractual deliverables tracking.
• Support quality‑related commercial compliance activities within cost‑plus contract environments.
• Conduct training and awareness sessions on quality systems, digital tools and contractual compliance.

Required profile

• BSc degree in Civil Engineering.
• Minimum 14 years of overall experience, including at least 5 years in the GCC and 3 years in a project‑management company in a QA/QC role.
• MME certification in Qatar.
• Extensive knowledge of QA/QC management practices, standards and processes for large infrastructure or construction projects.
• Proven experience leading audits, managing NCRs and driving corrective and preventive actions.
• Strong ability to prepare and present quality KPIs and reports to clients and senior management.
• Excellent written and verbal communication skills, particularly for contractual and technical correspondence.
• Strong leadership and stakeholder‑management capabilities across multiple packages and teams.
