Enterprise Governance Lead – PMO

About the role

Parsons is looking for an experienced Enterprise Governance Lead to design and implement a client‑side PMO governance framework for a major development portfolio in Doha. You will shape the operating model, define decision‑making structures and ensure the framework is ready for PMIS deployment.

Key responsibilities

• Lead the creation of an enterprise PMO governance operating model covering governance layers, reporting hierarchies and committee structures.
• Develop Delegation of Authority frameworks with financial thresholds and approval workflows.
• Establish stage‑gate governance across pre‑construction, design, procurement and delivery phases.
• Integrate governance requirements with process workflows, role accountability, KPIs, reporting and PMIS logic.
• Facilitate workshops and decision sessions with executive client stakeholders.
• Conduct governance gap analysis, align existing client procedures and define compliance and enforcement mechanisms.
• Coordinate with PMIS, digital, controls and commercial teams to ensure governance artefacts are implementation‑ready.
• Support knowledge transfer and capability‑building activities with client staff.

Required profile

• Bachelor’s degree in Engineering, Architecture, Construction Management, Business Management, Programme Management or a related field.
• Minimum 15 years of experience in PMO establishment, governance advisory or major project delivery.
• Proven track record designing PMO governance or enterprise operating models for large programmes.
• Strong client‑facing communication and executive‑level workshop facilitation skills; Arabic speaking preferred.
• Experience in major capital programmes, infrastructure, real‑estate or development environments.
