Learning & Development Manager – Qatar (Qatari)

About the role

We are seeking an experienced and motivated Learning & Development Manager to lead the design, implementation, and evaluation of learning and development initiatives that support employee growth, leadership development, and organizational effectiveness. This role will play a key part in shaping the organization's talent development strategy and ensuring employees have the skills and capabilities required to achieve current and future business objectives.

Key responsibilities

• Develop and implement the organization's Learning & Development strategy.
• Conduct training needs analysis and identify capability gaps across the organization.
• Design, deliver, and oversee learning programs, leadership development initiatives, and career development pathways.
• Manage talent development programs, succession planning, and high‑potential employee initiatives.
• Partner with business leaders to align learning initiatives with organizational objectives.
• Evaluate the effectiveness and return on investment (ROI) of learning programs.
• Manage relationships with training providers, educational institutions, and external partners.
• Promote a culture of continuous learning, innovation, and professional development.
• Monitor learning trends, best practices, and emerging development methodologies.
• Manage the learning budget and ensure effective utilization of resources.

Required profile

• Bachelor's degree in human resources, Business Administration, Organizational Development, Education, or a related field.
• Master's degree and/or professional certifications in Learning & Development are an advantage.
• Minimum 8‑10 years of experience in Learning & Development, Talent Management, or Organizational Development.
• Strong knowledge of competency frameworks, leadership development, succession planning, and talent management practices.
• Excellent stakeholder management and communication skills.
• Proven experience designing and implementing organizational learning strategies.
• Strong project management and analytical capabilities.
• Must be a Qatari national.
