Procurement Coordinator - Offshore EPIC Projects

About the role

A global manpower provider is working with a national operator to source a Procurement Coordinator for a long-term contract role in Qatar, onshore with potential relocation. The start date is ASAP, typically within one month's notice. The role oversees the contractor's procurement team and procurement activities for offshore EPIC projects, working 5 days a week, 8-10 hours a day or as project requirements dictate.

Key responsibilities

• Oversee the contractor's procurement team and all project procurement activities, monitoring progress and reporting to the Project Management Team
• Assist contractors in issuing RFQs, evaluating bids and negotiating with suppliers and subcontractors
• Expediting long-lead and critical items, and coordinate delivery of materials to fabrication yards, warehouses and offshore sites
• Support vendor evaluation, prequalification and performance evaluation, and register new vendors with the client
• Manage procurement of instrument packages and equipment, including bulk material, and oversee SPIRs and two-year spare parts delivery before commissioning
• Coordinate with QAQC, Engineering, Construction and Commissioning teams, and take part in inspections and FATs
• Ensure compliance with international codes and standards (e.g. INCOTERMS, Shell DEPs) and Qatar customs regulations

Required profile

• BSc in Engineering or higher; 12 years' experience in a similar position in the oil and gas sector
• Experience in multi-discipline engineering with a strong instrumentation background, procurement and construction
• Strong technical background in offshore instrumentation packages, equipment, spare parts and bulk materials, and hazardous area classification
• Experience guiding EPIC contractors and familiarity with offshore structural materials and third-party certification authorities
• Experience in the GCC is desirable; previous work with Chinese companies and Chinese language is a plus

Required skills

• In-depth knowledge of offshore EPIC projects and supply chain management
• Familiarity with procurement standards in the oil and gas sector
• Proficiency in procurement software and Microsoft Office
• Good communication, presentation and written skills, and ability to work in a multidisciplinary, multicultural team
