HSE Officer / Safety Officer – Rail & Transport Infrastructure

About the role

SEGULA Technologies is looking for experienced HSE Officers / Safety Officers to join a 15‑month rail and transport infrastructure project in Lusail, Qatar. Reporting to the Project HSE Manager, you will be responsible for ensuring health, safety and environmental compliance across all site activities. The role is fully site‑based and requires daily interaction with workers, supervisors, subcontractors and project management teams.

Key responsibilities

• Implement and monitor the approved project HSE plan, policies and procedures.
• Conduct daily site inspections to identify unsafe acts, conditions and environmental non‑conformities.
• Verify control measures for high‑risk activities such as work at height, excavation, lifting, confined‑space entry, hot works, electrical work and rail vehicle movements.
• Review and contribute to risk assessments, method statements and job safety analyses.
• Manage Permit‑to‑Work processes and ensure compliance.
• Deliver HSE inductions, toolbox talks and safety briefings.
• Report, investigate and follow up on accidents, incidents, near‑misses and environmental events.
• Maintain accurate HSE records, inspection reports and training documentation.
• Prepare daily, weekly and monthly HSE performance reports.
• Support emergency‑preparedness planning, drills and equipment inspections.

Required profile

• Proven experience as an HSE Officer or Safety Officer on rail or transport infrastructure projects.
• Ability to work on‑site in Lusail, Qatar and collaborate with a diverse workforce.
• Strong knowledge of relevant legislation, international HSE standards and COSHH requirements.
