Program Risk Manager

About the role

The Program Risk Manager will lead risk management activities across construction and infrastructure projects, ensuring that risks to safety, quality, schedule, cost and business performance are identified, assessed, mitigated and monitored. This senior role supports successful project delivery and aligns risk practices with organisational goals.

Key responsibilities

• Develop, implement and maintain enterprise and project risk management frameworks, policies and procedures.
• Establish and maintain corporate and project‑level risk registers for all active projects.
• Perform qualitative and quantitative risk analysis, including schedule and cost risk assessment and contingency modelling.
• Lead risk identification and assessment across project, commercial, HSE, finance and functional teams.
• Evaluate tender and pre‑contract risks, providing input to bids, contract terms and pricing.
• Monitor mitigation actions, control effectiveness and escalate issues to management.
• Prepare periodic risk reports, heat maps and dashboards for executive leadership.
• Maintain business continuity and crisis management plans, coordinating reviews and drills.
• Support claims exposure evaluation and ensure compliance with contractual, regulatory and client risk reporting requirements.
• Deliver risk awareness training and build risk management capability across teams.

Required profile

• Bachelor’s degree in engineering, quantity surveying, finance or business administration.
• Professional risk certification (IRM, PMI‑RMP, ISO 31000 or equivalent) preferred.
• 15–20 years of risk management experience in construction or infrastructure.
• 5–8 years in a managerial role.
• Proven experience in enterprise risk management and risk assessment.
