Project Manager – Digital Twin

About the role

Parsons is looking for an experienced Project Manager to lead the end‑to‑end delivery of a large‑scale Geospatial Digital Twin programme for a major national infrastructure owner in the Middle East. You will oversee the design, build and operationalisation of a platform that combines geospatial data, real‑time IoT/SCADA feeds, asset information and core enterprise systems.

Key responsibilities

• Plan, manage and report on scope, schedule, budget, risks and issues throughout discovery, design, PoC, implementation and post‑implementation phases.
• Coordinate an international team of consultants, solution architects, data engineers, developers, GIS/IoT specialists and external vendors.
• Drive stakeholder engagement across multiple client entities, facilitate workshops and manage governance forums.
• Oversee development of functional and non‑functional requirements, solution and data architecture, and integration design.
• Lead the Proof of Concept execution and transition to a production‑grade environment, including testing and go‑live planning.
• Ensure post‑implementation support, warranty services, incident management and knowledge transfer.
• Prepare and present regular status reports, decision papers and executive updates.

Required profile

• Bachelor’s degree or technical degree in a technology‑related field.
• Approximately 10 years of experience delivering large, complex digital programmes.
• Proven ability to lead international, multi‑disciplinary teams and manage senior stakeholder relationships.
