QA/QC Manager - Oil & Gas (EPC)

About the role

An experienced QA/QC Manager is sought to lead quality across Engineering, Procurement, Construction and Commissioning (EPCC) on major Oil & Gas projects in Qatar. The role covers the full project life cycle, from engineering documents and vendor work to site construction, commissioning and mechanical completion, ensuring compliance with client needs, contract terms and quality standards.

Key responsibilities

• Lead the QA/QC team: set quality plans, track performance and report risks and gaps
• Check engineering documents, vendor work, site construction and commissioning against project and client standards
• Plan and lead quality audits of project teams, contractors, subcontractors and vendors, and track findings to closure
• Review and approve project procedures against contract terms and client standards
• Maintain the project Risk Register monthly and track quality risks
• Assign QC inspectors, manage Inspection and Test Plans (ITPs), inspection requests and hold/witness points, and review reports
• Set quality needs for materials, bids and purchase orders, coordinate vendor inspections and resolve fabrication issues
• Lead the review and closure of Non-Conformance Reports (NCRs), deviations, concessions and corrective actions
• Manage punch lists (A, B and C categories) and ensure equipment is stored and protected as required by contract and manufacturer
• Support monthly progress reports and management reviews, share lessons learned and close out the project
• Guide Section Heads, engineers, coordinators, supervisors and inspectors, and work with contractors, procurement, engineering and client teams

Required profile

• Bachelor's degree in a technical field from an accredited university (mandatory)
• Professional quality certification such as CQE, ISO 9001 Lead Auditor or equivalent (mandatory)
• At least 15 years of experience in major Oil & Gas or petrochemical expansion or EPCC projects
• At least 5 years in a QA/QC leadership role with direct team management experience
• Currently in Qatar with a valid QID; immediate or short-notice joining preferred

Required skills

• Quality management across EPCC and mechanical completion
• Expert knowledge of ISO 9001, ITPs, audits, NCRs, deviations and corrective actions
• Project risk management, including Risk Registers
• Knowledge of client Integrated Management Systems (Quality, HSE, Environment, Energy, Responsible Care)
• Strong knowledge of EPCC contracts, PIM requirements and project quality gates
• Hands-on experience in inspection planning, vendor surveillance and fabrication quality control
