Program Management Specialist

About the role

The Program Management Specialist will support the USAF Engineering Contract under the Air Force Contract Augmentation Program (AFCAP) at Al Udeid Air Base, Doha, Qatar. The role involves comprehensive planning, programming, design, and management of infrastructure projects in accordance with AFCENT Business Rules and DAFI guidance.

Key responsibilities

• Provide full‑cycle project planning, programming, design, and management for AFCAP projects.
• Program projects following AFCENT Business Rules, DAFI 32‑1020, and the Integrated Priority List guidance.
• Prepare, maintain, and submit approval documents, reports, and data (e.g., DD Form 1391, DD Form 1354, AF Form 300) within required timeframes.
• Recommend capitalization of work to the Government and draft necessary transfer and acceptance forms.
• Develop and update project data files in NexGen IT or designated databases, ensuring accuracy and eliminating duplication.
• Conduct feasibility and cost‑effectiveness analyses, prepare environmental impact data, and assemble pre‑design contract requirement packages.
• Assist in the development and maintenance of the Installation Development Plan, District Plans, and Component Plans per DAFI 32‑1015.

Required profile

• Experience supporting USAF or other defense acquisition contracts.
• Ability to work closely with Government officials, real‑property accountable officers, and contract stakeholders.
• Strong documentation and reporting skills, with adherence to strict deadlines.
