Director of Human Capital (Qatarization)

About the role

The University of Doha for Science and Technology seeks a senior leader to head its Human Capital Directorate, focusing on Qatarization and talent development. Reporting directly to the President, the Director will shape strategic HR initiatives that support the university’s vision and national goals.

Key responsibilities

• Provide strategic direction for short‑ and long‑term Human Capital objectives, ensuring alignment with UDST’s overall strategy.
• Lead the development and execution of the Human Capital business plan, covering talent acquisition, talent management, localization, leadership development, employee relations, operations and digital transformation.
• Advise the Vice President of Support Services and senior leadership on workforce planning, succession planning and continuous improvement.
• Oversee policy development and implementation to ensure compliance with Qatari labor laws and university governance.
• Drive initiatives that attract, retain and develop high‑performing staff, fostering a culture of excellence.

Required profile

• Proven experience in senior HR leadership, preferably within higher education or large public institutions.
• Deep understanding of Qatarization policies and local labor regulations.
• Strong strategic planning, change management and stakeholder engagement capabilities.
• Demonstrated ability to lead cross‑functional teams and manage complex HR projects.
