Marine Personnel Officer

About the role

The Marine Personnel Officer supports the staffing and HR activities for vessels wholly owned by NAKILAT. The role ensures that each ship is crewed with qualified, experienced and competent personnel in line with company policies and statutory requirements.

Key responsibilities

• Develop and maintain a Relief Plan covering officer rotations up to one year in advance.
• Arrange travel logistics for officers joining or leaving vessels, coordinating with port and travel agents as needed.
• Verify that all officers meet training, certification and documentary requirements (e.g., Flag and National Certificates of Competency, Special Qualification Certificates) and record this data in the approved format.
• Review appraisal reports, identify training needs or disciplinary actions, and monitor personal development plans.
• Coordinate with the training department to schedule required courses for crew members.
• Maintain a database of applicants, conduct initial screenings, and manage recruitment pipelines.
• Keep comprehensive personnel and vessel files for documentation, certification, training, and payroll purposes.

Required profile

• Bachelor’s degree in Business Administration, Human Resources or a related field.
• 3 to 6 years of HR experience in a medium to large maritime or shipping organization.
• Familiarity with maritime labor legislation such as STCW and MLC is advantageous.

Required skills

• Understanding of maritime industry regulations and crew employment legal requirements.
• Strong knowledge of HR principles, recruitment, appraisal and training processes.
• Good grasp of world geography, major ports and associated airports.
