Lead Estimator - Oil & Gas Proposals

About the role

Descon Engineering Qatar LLC is looking for an experienced Lead Proposal Engineer / Lead Estimator in Lusail, Qatar. The role leads the proposal and estimation process for major Oil & Gas maintenance, shutdown, turnaround, brownfield and EPC projects, from bid evaluation to final submission.

Key responsibilities

• Analyze tender documents, ITTs, RFQs, contracts and client requirements.
• Lead technical and commercial proposals for maintenance, shutdown, turnaround and brownfield projects.
• Develop cost estimates covering manpower, equipment utilization, subcontractor costs, material take-offs, consumables and logistics, indirect costs and overheads.
• Coordinate with engineering, operations, procurement, planning, HSE, QA/QC and commercial teams on bid strategy.
• Attend site visits, pre-bid meetings, tender clarifications and client presentations.
• Evaluate project risks and opportunities and include mitigation strategies.
• Prepare resource loading plans, execution methodologies, schedules and technical write-ups.
• Obtain supplier and subcontractor quotations and evaluate them commercially.
• Negotiate scope deviations, qualifications, assumptions and commercial terms.
• Maintain estimation databases, historical cost records and benchmarking data.
• Ensure proposals meet client specifications, company procedures and tender requirements, support management in bid reviews and take part in handover meetings after award.

Required profile

• Bachelor's degree in Mechanical Engineering.
• Minimum 4-8 years of experience in proposal engineering or estimation within the Oil & Gas industry.
• Experience with maintenance contracts, shutdowns and turnarounds, brownfield projects, plant services, static and rotating equipment maintenance, piping, mechanical and fabrication works.
• Proven track record handling tenders from major Oil & Gas operators and EPC contractors.
• Strong knowledge of project execution methodologies, productivity norms, cost control, commercial tendering and bid preparation.
• Excellent technical writing, analytical, negotiation and presentation skills.
• GCC experience, especially in Qatar, highly preferred.

• Proficiency in Microsoft Excel and estimation tools.
• Material take-offs (MTOs).
