Commercial Manager

About the role

Parsons is seeking a Commercial Manager to lead the commercial and contractual management of large‑scale infrastructure projects in Qatar. The role involves overseeing contract administration, risk and claims management, and ensuring value‑for‑money outcomes across all project phases.

Key responsibilities

• Draft, review, and approve contractual documentation including main contracts, sub‑contracts and commercial agreements.
• Ensure contractual terms comply with procurement requirements and negotiate fees and commercial terms.
• Develop and maintain commercial policies, procedures and operating guidelines.
• Lead negotiations for significant claims, variations and disputes on complex construction projects.
• Support project executives and managers in monitoring performance of contracted services.
• Manage the Contract Administration team and coordinate all aspects of contract administration, claims, cost analysis and contract interpretation.
• Implement systems to monitor internal and external contracts and resolve compliance issues promptly.
• Provide recommendations on procurement strategies and appropriate contract forms.
• Identify potential claims, oversee their calculation, substantiation and settlement.
• Oversee financial aspects of contracts, including payment certificates, subcontractor invoices and client invoicing.

Required profile

• Proven experience in commercial management of large, complex construction or infrastructure projects.
• Strong knowledge of contract administration, claims handling and risk management.
• Ability to lead negotiations and manage a multidisciplinary contract administration team.
• Excellent analytical skills to assess cost implications and ensure value for money.
