Senior Adviser – Gulf Liaison

About the role

The Senior Adviser – Gulf Liaison will shape and strengthen NRC’s strategic engagement with Arabic‑speaking Gulf states and multilateral platforms. The role combines humanitarian diplomacy, high‑level representation, partnership building and resource mobilisation, with about 50% of the focus on the EurAsia portfolio (Afghanistan, Iran, Ukraine).

Key responsibilities

• Develop and operationalise a humanitarian diplomacy strategy for Gulf engagement.
• Create stakeholder mapping and engagement plans for priority Gulf and multilateral actors, including business development plans.
• Produce strategic analysis and briefing products for NRC leadership and country programmes.
• Demonstrate strengthened engagement with targeted stakeholders and platforms.
• Support advocacy, positioning and external engagement strategies in Afghanistan, Iran and Ukraine.

Required profile

• Master’s degree in law, human rights, political science or a related field.
• 8–10 years of experience in humanitarian diplomacy, advocacy or high‑level external engagement.
• Strong understanding of humanitarian principles, access negotiations and protection frameworks.
• Proven track record in identifying funding opportunities and building strategic partnerships.
• Excellent communication, influencing and representation abilities.
• Fluency in English and Arabic (mandatory).
• Experience working in complex, politically sensitive environments and knowledge of Gulf donors.
• Established network of senior stakeholders across Gulf governments, donor agencies and private‑sector entities.
