Commissioning Manager - Offshore

About the role

ISS International SpA is recruiting a Commissioning Manager for its client in Qatar. The role leads the Commissioning Office supporting all offshore platform projects and acts as the focal point for pre-commissioning, commissioning, start-up, performance testing, operations readiness and handover.

Key responsibilities

• Define, maintain and deploy the corporate commissioning strategy, standards, procedures, checklists and lessons learned across the portfolio.
• Establish stage-gate reviews and give independent assurance of readiness, system completion, start-up preparedness and handover quality.
• Coordinate Commissioning Managers and discipline leads on projects, and develop the portfolio resource plan, including recruitment, mobilization, succession and allocation of personnel.
• Review project commissioning plans, schedules, budgets, organization charts, contracting strategies and risks, proposing recovery or mitigation actions.
• Monitor portfolio KPIs (completion, punch-list closure, turnover, preservation, schedule, cost, quality, HSE) and escalate critical issues to management.
• Ensure interfaces with Engineering, Procurement, Construction, Fabrication Yards, Offshore Installation, Operations, Maintenance, HSE, Quality, JVs, clients and contractors.
• Promote standardization and digitalization of completion management systems and engineering tools (e.g. HEXAGON, WinPCS, ICAPS).
• Capture lessons learned, support bids and project reviews, and ensure compliance with contracts, regulations and HSE standards.

Required profile

• Bachelor's degree in an engineering discipline (Chemical, Mechanical, Electrical or Instrumentation); a postgraduate qualification in Project Management, Operations or a related field is an advantage.
• Minimum 25 years in the Oil & Gas industry, including at least 15 years in offshore platform and yard pre-commissioning, commissioning, start-up and operations readiness.
• Minimum 15 years in senior commissioning leadership roles, with responsibility for multiple offshore projects or a commissioning function, and experience across at least five major projects.

Required skills

• Commissioning governance, systemization, completion management, turnover, preservation, dynamic commissioning, start-up and performance testing.
• Offshore topside facilities, brownfield integration, SIMOPS, gas processing, utilities, auxiliary systems and telecommunication systems.
• Flow measurement, HAZOP close-out, safety reviews and start-up risk management.
• Ability to read, interpret and approve technical documentation and turn portfolio risks into management decisions.
